Frank Swain's extensive experience with health issues and organizations informs his consulting to academic medical centers, professional associations and businesses serving the health care system. He counsels clients on opportunities and issues related to government contracts and privatization of government services. Frank has extensive experience with tax exempt organization's legal issues, including matters related to trade associations and charities.

Previously, Frank served as the Chief Counsel for Advocacy at the U.S. Small Business Administration. He also was legislative counsel to the National Federation of Independent Business and in private law practice in New York.
