With focused work in the health and insurance industries, Libby Baney provides strategic counsel to trade associations, nonprofits, corporations, governmental entities and individuals on matters related to federal government action. She advocates for clients on Capitol Hill and with the Executive Branch, as well as other stakeholders, by developing and executing public policy solutions to the complex regulatory challenges facing the health & life sciences and insurance industries.
Libby helps clients assess, advocate, impact and respond to federal legislation and agency policies. Recently, she has been active on issues involving parts of the Affordable Care Act (aka "health care reform") and the Dodd-Frank Act (aka "Wall Street reform"), including proposals from Libby who has active, strong working relationships with both Democrat and Republican lawmakers and staff.
For health clients, Libby works closely with Congress, FDA, CDC, NIH, CMS and related associations on issues involving patient safety, clinical research, translational science and public health. She also provides public policy support to pharmaceutical, biotechnology and medical device companies, patient advocacy organizations and trade associations on a range of health and life science issues, including, most recently, health care reform, the HITECH Act, FDA regulatory reforms (e.g., 510k) and user-fee reforms (e.g., PDUFA).
Libby is a member of FaegreBD Consulting's health care reform task force and counsels clients on a variety of issues and regularly interacts with the federal agencies implementing health care reform, including interaction with the new Center for Consumer Information and Insurance Oversight. She also serves as strategic advisor to the Alliance for Safe Online Pharmacies and the Pharmaceutical Distribution Security Alliance, helping to lead these interdisciplinary multi-sector coalitions' efforts on the Hill and with the Executive Branch, working with other stakeholders, and managing coalition operations.
For insurance clients, Libby works closely with industry trade associations on issues relating to federal legislation. On behalf of a client, she led the Surplus Lines and Reinsurance Coalition, an expansive insurance coalition representing the industry's support for the Nonadmitted and Reinsurance Reform Act (NRRA). In 2010, the NRRA became law as part of the Dodd-Frank Act. She is now advising this client on nationwide state implementation of the NRRA.
As a member of FaegreBD Consulting's Community Engagement Committee, Libby is active in organizing events and activities that benefit D.C. metro area communities. She also brings a background in city and state government through several roles in Indianapolis and other areas. Libby spent time working for a pharmaceutical manufacturer in New Jersey and for state and local government in Indiana.
