WASHINGTON, D.C. — B&D Consulting announced that Andrew Wheeler has joined the firm as a senior vice president with the energy and climate change practice group which focuses on climate change, energy security and renewable energy issues. He also will advise clients in the surface transportation and infrastructure fields.

Wheeler served as staff director and chief counsel to the Senate Committee on the Environment and Public Works before joining B&D Consulting. While at the Committee, he worked on key legislative and policy initiatives, including the Lieberman/Warner Climate Bill and other greenhouse gas and carbon constraint technology related legislation, the Energy Independence and Security Act of 2007, the Water Resources Development Act of 2007, the Energy Policy Act of 2005 and the Highway Reauthorization Bill of 2005.
Recognized by the National Journal as a Top Congressional Staff Leader in 2005, Wheeler previously served as staff director and counsel to the U.S. Senate Subcommittee for Clean Air, Wetlands and Nuclear Safety, as well as general counsel to U.S. Senator James Inhofe.
Wheeler also worked as a special assistant in the Environmental Protection Agency, Office of Pollution Prevention and Toxics. His duties included the Toxics Release Inventory, the Toxic Substances Control Act and the Pollution Prevention Act. He is a graduate of Case Western Reserve University and holds a J.D. from Washington University School of Law and an M.B.A. from George Mason University School of Business.
