Federal Land Transfers

FaegreBD Consulting has been responsible for the development and passage of unprecedented federal land transfer legislation, the development of project funding plans, identification of competitive grant opportunities and assistance with regulatory issues.

Listed below are just a few examples of the work that we have done for some clients in the area of Federal Land Transfers:

  • On behalf of one client, FaegreBD Consulting has worked with the White House Office of Management and Budget, National Park Service, Federal Transit Administration, General Services Administration, U.S. Department of Agriculture, the U.S. Army Corps of Engineers and multiple committees of Congress. This project ultimately resulted in 3,200 acres being revitalized.
  • When a major university needed to update its obsolete buildings and facilities, FaegreBD Consulting worked with the General Services Administration, the United States Postal Service (USPS), Congress and the local city to help relocate the Federal Court from the USPS building to a state-of-the-art facility. At the same time, the existing federal building was renovated to provide adequate facilities for the university.
  • One of our largest property transfers was a 1.3 million square-foot building that had been owned by the Department of Defense and served as the payroll center for the U.S. Army (2 800 employees) until it was slated for closure under Base Closure and Realignment Commission (BRAC). FaegreBD Consulting, working on behalf of the city in which the base was located, had the building transferred to GSA ownership (thus satisfying the BRAC closure order) and secured $125 million for the renovation of the building. This action maintained the payroll function (and the employees). In 2005, the Defense Department announced its intention to transfer an additional 3,000 employees to the city.
  • On behalf of one community, FaegreBD Consulting served as legislative consultants in the transfer of 29,000 acres from the Bureau of Land Management to the community for development. The transfer was complex, with required desert tortoise mitigation and a complex exchange of funds.
  • When a large or international sporting event is held, communities must upgrade their facilities to accommodate the athletes and spectators, who add crowds for which the communities lack the capacity. FaegreBD Consulting has helped negotiate a land transfer between the U.S. Forest Service and a ski resort that needed a new downhill run. While in the process, the firm an opportunity to help the ski resort construct an additional access road. The firm's designs were successfully completed promptly, and the event was a resounding success.
