ARRA also makes a number of significant changes to the privacy and security requirements that apply to most healthcare organizations, including establishing the first federal security breach notification requirements. The privacy and security changes in ARRA also impact most employers, since employer-sponsored health plans fall under the scope of the HIPAA Privacy and Security Rules.
