James Tsai Brings Legal & Policy Experience to B&D; Consulting
WASHINGTON — James T. Tsai has joined the insurance and financial services team at B&D; Consulting, where he will work as a specialist from the Washington, D.C. office.
Before coming to B&D; Consulting, Tsai acquired significant experience in the legal and public policy sectors. He practiced bankruptcy law with a Virginia law firm and handled patent application work for computer software technologies while practicing with an intellectual property law firm. Tsai previously worked at the Centers for Law and the Public's Health as a senior researcher for health, regulatory, model, public health and emergency preparedness policies and laws.
Tsai has also served in legal or policy positions within all three branches of the federal government. In the judicial branch, he clerked for the Honorable Nancy V. Alquist of the U.S. Bankruptcy Court for the District of Maryland and worked as a federal judicial extern for the Honorable Stephen S. Mitchell of the U.S. Bankruptcy Court for the Eastern District of Virginia. He gained executive branch experience while working as an extern for the Federal Trade Commission's East Central Regional Office and clerking for the U.S. Department of the Navy's Office of General Counsel. On Capitol Hill, Tsai served as a legislative intern for Rep. Mike Ross (D-AR).

As a specialist, Tsai will assist insurance and other financial services entities with federal legislative, regulatory, public policy, corporate, insolvency and compliance matters. He will develop and execute Capitol Hill and federal agency strategy and help associations, companies and individuals navigate the post Dodd-Frank Act environment.
While earning his law degree from Case Western Reserve University School of Law, Tsai received both the Leadership Award and the Frederick K. Cox Service Award for contributions to the international law programs. He earned his bachelor's degree from the University of Virginia and worked as a software engineer before attending law school. Tsai is fluent in Chinese Mandarin.
