The Brazilian Congress recently enacted a new Buy Brazil procurement law that provides substantial benefits to products and services from Brazil. Brazilian Law 12,349 represents a major change to government procurement in the huge Brazilian government procurement market. Although not a signatory to the WTO Government Procurement treaty, prior to the enactment of this law, Brazil granted equal treatment to products produced in Brazil and abroad.
The new law provides a pricing preference of up to 25 percent for products and services from Brazil. This new law also permits Telecommunications and IT hardware and software to be sourced exclusively from Brazil.
