Vincent J. Ventimiglia, Jr.

Principal

Vince Ventimiglia is a principal with FaegreBD Consulting's health and biosciences practice. Previously, Vince served in the U.S. Department of Health and Human Services (HHS), where he was Assistant Secretary for Legislation for more than three years, and worked with the Secretary of HHS on a range of food safety initiatives.  He also served previously as a senior staff on key U.S. Senate Committees with policy jurisdiction over and budget responsibility for the Food and Drug Administration. 

Health and Biosciences

Vince focuses on health and biosciences, where he offers clients extensive experience in government and the private sector. Vince's practice emcompasses four main health policy areas of advocacy—FDA regulatory, CMS reimbursement, research and health reform. He develops complex multi-stakeholder coalitions to advance public policy initiatives and secure funding for client priorities. He also manages more traditional government affairs and legislative efforts focused on the U.S. Congress and HHS.

Department of Health and Human Services Experience

Vince served as the department's liaison to Congress and as the Secretary's chief advisor on all legislative matters affecting the department, including policy development and implementation, and legislative staff and operations of the department's science, research, regulatory and public-sector insurance agencies. He also coordinated extensively with other departments of the executive branch, the Office of Management and Budget (OMB), and the White House. His service included:

  • Negotiating and working with Congress to enact major Medicare, Medicaid, SCHIP, biodefense and FDA legislation.
  • Working as part of the Secretary's leadership team to develop and implement priority secretarial initiatives, including pandemic flu preparation, value-driven health care, health technology, Medicare prescription drug reform and health insurance access and reform.
  • Managing the department's food safety working group during the food import crisis in 2007 and 2008. He also served on the Secretary's leadership team to develop Administration food safety proposals; these proposals evolved to become the Food Safety Modernization Act.

Hill Experience

  • Policy Director, Committee on the Budget, U.S. Senate, 2005 — Directed Chairman Judd Gregg's domestic policy operation with responsibility for addressing the full range of policy issues, including entitlement programs such as Medicare and Medicaid, the health care system, homeland security, liability and litigation, and Social Security. Achievements include passage of the FY 2006 federal budget and development of reconciliation legislation passed in 2006.
  • Health Policy Director, Health, Education, Labor, and Pensions Committee, U.S. Senate, 2001-05 — Led Chairman Judd Gregg's health policy team in developing and enacting health care policy priorities, including medical technology and FDA regulation, health insurance and the uninsured, biodefense preparedness, liability and intellectual property, bioethics and public health systems. Achievements include enactment of major bioterrorism preparedness legislation, enactment of FDA regulatory and financing reform, and leadership of the Senate Task Force on the Uninsured.
  • Counsel, Committee on Labor and Human Resources Subcommittee on Children and Families, U.S. Senate, 1995-98 — Served subcommittee chairman Dan Coats by developing policy positions and legislative strategies, drafting and enacting legislation, and cultivating public support and legislative consensus regarding issues involving the FDA, private and federal health insurance, public health programs, children and families, welfare reform, and poverty relief programs.  
  • Staff Attorney, U.S. Sentencing Commission, 1990-94 — Assisted in implementing the commission's legislative affairs through research and analysis, lobbying and legislative drafting. Chaired agency working group and prepared reports examining all aspects of narcotics trafficking, firearm trafficking, violent crimes, career criminals and sentencing issues. Provided counsel on contracting and procurement law and to implement personnel, ethics and equal employment policies. 
  • Legislative Assistant, U.S. Senator Gordon Humphrey, 1985-88 — Directed the Senator's priority legislative project. Staffed Senate Committee on Labor and Human Resources health bills.

  • Director of the Government Affairs Office, Medtronic, Inc., 1998-2001 — Secured the office's position as the industry leader in health care policy, achieving significant federal and state policy reforms of Medicare reimbursement, FDA regulatory policy, tort liability, international trade and related issues.
  • Program Director, Capitol Hill Housing Improvement Partnership, 1988-90 — Directed nonprofit housing and community development corporation that rehabilitated affordable housing for low-income buyers.
