Many states running state-based health care exchanges (SBEs) are weighing the prospect of joining the federal exchange platform. According to Inside Health Insurance Exchanges, SBEs in three states have already transitioned into federally supported state-based marketplaces (SSBMs), in which the state uses the federal platform but “retains consumer outreach and oversight of the Qualified Health Plans.” However, regulators have yet to determine how best to expand that model—and how much states would have to pay to use federal resources.

Mike Adelberg, senior director at FaegreBD Consulting, said that answering these questions will be critical “if SSBMs are going to transition from an expedience to a permanent piece of the exchange landscape.”
