David Swinkle is a nationally seasoned tax professional with more than 25 years experience in property tax and real estate valuation. His focus has largely been on office and retail properties, including regional malls, anchor department stores and strip centers in all life phases, as well as development, operating and redevelopment.
David's efforts have resulted in hundreds of millions of dollars in actual tax savings, as well as tax planning activities for clients. He has established a national profile in the industry while building extensive relationships with jurisdictions, owners, asset managers, tax assessors, lawyers and appraisers.
Before joining FaegreBD Consulting's Equity Property Tax Group, David was senior director of taxation with General Growth Properties (GGP), the nation's second largest regional shopping mall owner with 127 regional malls in 41 states with a net asset value of $22 billion.
David has held the position of chief appraiser for a California-based savings and loan and was a regional vice president for a New York-based appraisal management company.
Representative Experience
- Managed tax issues for complex properties nationwide, including preparing appeal and valuation packages, meetings with jurisdictional staff for setting or challenging valuations, making appeal presentations before boards, and serving as an expert advisor and witness
- Managed all compliance issues and payment of real estate and personal property tax bills involving an overall $350 million tax expense associated with the properties
- Worked with industry leading appraisers to develop models to separate out the fee simple valuation components in real estate that contained substantial non-realty income
- Provided strategic tax planning for real and personal property tax events
