Kevin Brennan is an experienced policy advisor. With more than two decades of political and policy experience, he has served in senior positions involving Capitol Hill, a Fortune 200 biotechnology multinational and the Washington office of a national health care organization.
Before joining FaegreBD Consulting, Kevin was a senior policy advisor with Foley Hoag LLP. Previously, he served as U.S. Representative Rosa DeLauro's (D-CT) chief of staff assisting her in her duties as the House Democratic leadership.
Health and Biosciences
Kevin represents emerging and established companies in the health and biosciences sector with pharmaceutical, biological, medical device and molecular diagnostic products that lack a clear pathway to Medicare and Medicaid coverage or favorable reimbursement. Kevin works with companies facing regulatory obstacles with the Food and Drug Administration (FDA) or seeking to engage with Congress and federal agencies, including:
- Centers for Medicare and Medicaid Services (CMS)
- Centers for Disease Control and Prevention (CDC)
- Health Resources and Services Administration (HRSA)
- Agency for Healthcare Research & Quality (ARHQ)
Kevin leverages public health initiatives to ensure patient access to appropriate medical therapies, devices and molecular diagnostic products. He also partners with hospitals, health care providers and patient advocacy groups to promote access to affordable, quality health care services and therapies; fund research and public health programs; and ensure appropriate reimbursement for hospital and provider services.
Food Safety and Labeling Initiatives
As U.S. Representative Rosa DeLauro's (D-CT) chief of staff, Kevin supported her as Chair of the House Appropriations Subcommittee on Agriculture and FDA. The congresswoman conceived and drafted legislation on a range of food safety and labeling issues, public health and women's health care.
Arthritis Foundation Federal Advocacy
Kevin's experience also includes serving as senior vice president of public policy and advocacy for the Arthritis Foundation, managing its federal advocacy office in Washington, D.C. His initiatives included a provision on juvenile arthritis in the Children's Health Act to address the shortage of pediatric rheumatologists and improve prevalence studies of the disease in children. The Foundation also obtained a provision in the Medicare Modernization Act that expanded coverage for self-administered biologic therapies for beneficiaries with rheumatoid arthritis. During his tenure, the foundation launched a grassroots advocacy education and recruitment initiative that enlisted 20,000 new volunteers and hosted a yearly three-day advocacy conference with 350 advocates in Washington, D.C.
Patient Access to Self-Injectable Therapies
Kevin has served as director of strategic advocacy and alliance development in Amgen's D.C. global government affairs office. He led a staff team that focused on efforts to improve patient access to innovative self-injectable therapies in the Medicare program.
Hill Experience
Earlier in his career, Kevin served as U.S. Representative Sherrod Brown's (D-OH) legislative director when he was ranking member of the House Commerce Committee's Health Subcommittee.
In 1992, Kevin was a legislative assistant to U.S. Representative Tom Foglietta (D-PA), serving as the lead staff on a bipartisan delegation mission to Moscow and Murmansk to negotiate the transfer of aging Soviet naval assets that were to be dismantled at the U.S. Naval Shipyard in Philadelphia. Following the military coup that overthrew Haitian President Jean-Bertrand Aristide, Kevin aided Foglietta in meetings with the Clinton White House, Central Intelligence Agency, State Department and Haitian government in-exile.
