Libby L. Baney

Senior Director

Libby Baney is an advocate for corporations, trade associations, nonprofits, government entities and individuals. She creates and implements strategic public policy solutions. Clients come to her for help with private sector policymaking and government policy, legislation, regulations, and administrative action.

Libby's days — and sometimes nights — are filled with consensus building, stakeholder engagement, advocacy and strategic advising. Much of her work involves issues of health, technology and the rule of law, including:

  • Internet pharmacies and pharmacy compliance
  • Telemedicine / telehealth
  • Pharmaceutical supply chain security and integrity
  • Falsified and counterfeit medicines
  • Intellectual property rights
  • Internet governance and ICANN policy
  • New generic top-level domain (gTLDs) policy
  • Food and Drug Administration (FDA) regulatory and user fee reforms
  • International regulatory harmonization and capacity building

Nonprofit Leader

Libby currently serves as the founding Executive Director of the Alliance for Safe Online Pharmacies (ASOP), a globally active nonprofit organization based in Washington, D.C. In that capacity, she leads ASOP operations, shapes public policy, and advocates for increased international attention to the issue of illegal online drug sellers. Internet = International

When it comes to the Internet, issues of public health, intellectual property and compliance with the rule of law are inherently global and thus so is Libby's work. In addition to having close working relationships with many U.S. government agencies and policymakers, as noted below, Libby regularly counsels clients on issues involving governments and private sector stakeholders in the European Union and Asia. She is a frequent participant in global Internet Corporation for Assigned Names and Numbers (ICANN) meetings and working groups, and is actively engaged in various forums within the Asia-Pacific Economic Cooperation's Regulatory Harmonization Steering Committee (RHSC) and Life Sciences Innovation Forum (LSIF).

Insurance & Financial Services

On behalf of insurance industry clients, Libby led the Surplus Lines and Reinsurance Coalition, an expansive insurance coalition representing the industry's support for the Nonadmitted and Reinsurance Reform Act (NRRA). In 2010, the NRRA became law as part of the Dodd-Frank Act. From 2010-13, she advised on the nationwide state implementation of the NRRA. Libby continues to work with the surplus lines industry on federal and state policy matters.

Policy Development and Advocacy

Libby helps clients address issues in more than one way — from analyzing existing domestic and international policy; to drafting legislative language, testimony and white papers; to developing national and international public-private coalitions. She has built trusted working relationships with U.S. and international government agencies, law enforcement and policymakers on all sides of the aisle.

More specifically, Libby was actively involved in the policy and advocacy behind the Drug Quality and Security Act of 2013 (DQSA), the FDA Safety and Innovation Act of 2012 (FDASIA), the Affordable Care Act and the Dodd-Frank Wall Street Reform and Consumer Protection Act. Libby works closely with:

  • The Office of Management and Budget's Office of the U.S. Intellectual Property Rights Enforcement Coordinator (IPEC)
  • State Department (State)
  • U.S. Trade Representative (USTR)
  • Department of Commerce (DOC)
  • U.S. Patent and Trademark Office (USPTO)
  • Numerous law enforcement agencies and divisions
  • Centers for Disease Control and Prevention (CDC)
  • The European Commission, including DG SANCO, DG MARKT and DG TRADE
  • Various forum within the Asia-Pacific Economic Cooperation (APEC)

Writer, Speaker and Thought Leader

Libby is a prolific speaker and writer, regularly engaging with diverse audiences. She is often found authoring policy papers, addressing large audiences, leading strategic workshops and interacting with international corporate leaders and policymakers. Her work has been profiled in The Washington Post, Politico, Roll Call, The Hill, The Los Angeles Times, USA Today, The Washington Times, The Indianapolis Star, Inside Health Policy, Pharmacy Today and by ABC News, CNN and C-SPAN.

Prior Experience

Before rejoining FBDC in 2014, Libby was president and founder of FWD Strategies International LLP, whose services touched nearly all 50 U.S. states and spanned multiple continents by "improving the world through projects that matter." She also brings a background in local government and corporate affairs. Libby has experience working on community development projects for the city of Indianapolis, as well as creating corporate response plans for state and federal legislation for a pharmaceutical company.
