Renée Winsky is an independent expert who frequently collaborates with FaegreBD Consulting in projects for public sector and university clients. Renée provides guidance and assistance on technology commercialization strategies and techniques, policies and procedures to promote commercialization, and programs and strategies to promote new company formation.
Renée has more than two decades of experience in the management of nonprofit, quasi-government and government entities, building strategic partnerships, overseeing successful press relations, guiding economic and business development, and leading initiatives to increase funding and productivity. She regularly provides expert testimony, presentations and facilitation on subjects including technology transfer and commercialization, tech-based economic development, stem cell research, biosimilars, cybersecurity and entrepreneurial development.
Advanced Technology and Biotechnology
Before becoming an independent expert, Renée was the chief executive officer of Tech Council of Maryland (TCM), the state's largest trade association serving the advanced technology and biotechnology communities. She worked with TCM's board of directors to develop and implement strategic goals pertaining to membership, the organization's business model and advocacy efforts.
In the course of her work, Renée grew the council's membership and established a program to expand it in all regions of the state; implemented operational efficiencies; and helped deliver a dynamic legislative platform that iterates the political, legislative and regulatory desires of Maryland's tech and biotech industries to local, state and federal elected bodies. She served as a voice for Maryland's tech and biotech industries and TCM members in Annapolis, on Capitol Hill and other venues.
Technology Development, Transfer and Commercialization
Before joining TCM, Renée served as president and executive director of the Maryland Technology Development Corporation (TEDCO), a public instrumentality established by the Maryland General Assembly to promote economic development through the development, transfer and commercialization of technology. In her capacity, she helped TEDCO reach its goal of becoming Maryland's leading source of funding for seed capital and entrepreneurial business assistance for technology programs.
Renée also held the position of vice president of the information technology services division of the Information Technology Association of America (now TechAmerica). Prior to that, she worked with the National League of Cities and its affiliate, the National Association of Telecommunications Officers and Advisors. Additionally, Renée has worked with the Maryland Municipal League and the City of Greenbelt.
